A summary of Canada Post’s key opening proposals to PSAC/UPCE
This update provides a summary of the key proposals we have tabled with the Public Service Alliance of Canada/Union of Postal Communications Employees (PSAC/UPCE). The proposals are drafts and could be changed by the parties in the course of negotiations.

Talks continue with PSAC/UPCE
Bargaining teams for Canada Post and the Public Service Alliance of Canada/Union of Postal Communications Employees (PSAC/UPCE) met again over three days this week.
PSAC/UPCE tabled most of its remaining proposals, but the pace of negotiations has been slower than the Corporation would like. We are eager to reach a new collective agreement in a timely manner and are prepared to meet at any time, and to negotiate wage increases.
We remain fully committed to negotiating a new four-year collective agreement that is fair for employees while meeting our business challenges and the needs of our customers. The parties are scheduled to meet again in March.
The collective agreement expired on August 31, 2016 but will continue to apply as per the terms of the Canada Labour Code.
We will be providing you with more information on our proposals in the coming weeks, and continue to keep you informed of key developments in negotiations through your team leaders and Head Office communications.

Canada Post presents details on its opening proposals to PSAC/UPCE
Bargaining teams for Canada Post and the Public Service Alliance of Canada/Union of Postal Communications Employees (PSAC/UPCE) were back at the negotiating table this week for the first time since the parties exchanged opening proposals in October. The parties met on January 17 and 18.
Our negotiating team spent time elaborating on what we discussed in our opening remarks on October 19. The Corporation tabled all of its language for all of its proposals in order to ensure a mutual understanding. The parties are scheduled to meet again in February.
The Corporation is prepared to provide wage increases and remains committed to achieving a new four-year collective agreement in a timely manner. It is our goal to reach an agreement that is fair for employees and that helps us to address our business challenges.
The collective agreement expired on August 31, 2016 but will continue to apply as per the terms of the Canada Labour Code.

Canada Post, PSAC/UPCE exchange opening statements as negotiations begin
On October 18, the Corporation met with the PSAC/UPCE bargaining team and shared presentations on Parcels and Smartmail Marketing™, as well as a financial overview which highlighted the business challenges associated with financial self-sustainability.
The parties also met on October 19 to exchange opening statements, which included a summary of each party’s proposals for this round of negotiations.

PSAC files Notice to Bargain to begin negotiations process
On August 10, 2016, Canada Post received a Notice to Bargain from the Public Service Alliance of Canada /Union of Postal Communications Employees (PSAC/UPCE).
A Notice to Bargain is the routine, initial stage of a labour negotiations process.
The parties have agreed to begin negotiations October 18.
The current collective agreement expires on August 31, 2016 but the terms and conditions continue to apply.
