Canada Post and the Canadian Union of Postal Workers (CUPW) received the final report from the Industrial Inquiry Commission (IIC), following hearings held earlier this year.
The IIC was established to review the ongoing collective bargaining dispute between Canada Post and CUPW, as well as the company’s broader financial situation and competitiveness.
The report provides a frank and objective assessment of our challenges. It outlines the IIC’s key findings and its recommendations for a sustainable path forward as we work to respond to the changing needs of Canadians.
Both Canada Post and CUPW participated in the hearings, which occurred in January and February 2025. Submissions were also received from the public.

CUPW IS TO REPRESENT THE MEMBERS, NOT TO DECIDE FOR THEM. LET THE WORKERS VOTE AND HEAR THEIR VOICES! LOTS OF YOUR MEMEBRS ARE EMOTIONALLY AND PHYSICALLY STRESS BECAUSE OF YOU’RE GREEDINESS! WORKERS NEED TO MAKE A LIVING! YOU PROTECT LAZY AND UNPRODUCTIVE WORKERS THAT IS WHY THE CORP LOSING MONEY! HR KEEPS HIRING THEIR OWN PEOPLE WHO MOSTLY NEEDS MODIFIED JOB AFTER A MONTH OF WORKING AT CPC. WHO TALKS MORE THAN WORKING. NO PRODUCTION, BUT GETTING PAID 8HRS JUST SOCIALIZING. YET UNION STILL PROTECT THEM BECAUSE THEY NEED THEM TO CONTRIBUTE FOR NEXT MONTH’S DUE. CUPW KNOWS NOT ALL WORKERS ARE WORTH IT FOR THESE BENEFITS THAT YOUR FIGHTING FOR. YOU NEED TO HAVE A LIMITATIONS WHO TO PROTECT! LET GO OF THE UNPRODUCTIVE AND LAZY WORKERS! AND ASK THE OPINION OF CONTRIBUTING MEMBERS!!!
They have a right to better conditions and better pay. Don’t Bach the unions they just want better for their families too.
IT’S FUNNY IT SEEMS THAT IT’S ALWAYS THE ELDERLY THAT PAY FOR THÉ STRIKES.PLEASE UNION AND WORKERS GET BACK TO WORK
You dont work there so you have no clue what your talking about. If it wasnt for the union, new employees would get minimum wage. People beleive canada posts lies. There as bad as trump when it comes to negotiations
Canada post is not needed to have large profits it needs to break even a easier thing you could not do if it wasn’t so badly managed by stooges who could not even handle being lettercarriers. We are a service like busses, parks garbage pick , ect just don’t be a burden. The loses are lies that the public through the media have believed simply look at the cost of recent Expansion being new factories transportation land spent the last 3 years before the contract ended a spending spree that happen always strategically before contracts end. A guy with a furniture does not say he is bankrupt when he is adding onto his store or expanding to another location no one feels bad for him . Changes need to be made and if the public doesn’t want door to door delivery so be it instant profits .obviously it is dragging use down , weekend workers of course no one is against that sign a deal the fact you haven’t means both sides have failed spectacularly and negotiation parties should be fired . Sell off the billions in unused land you own and sell off the useless show off properties best location and heritage buildings in every small town in canada for normal offices . Stop the sponsorship of for example the leafs the horrible commercials that say nothing and get sales people to sell the product I have never met one in 30 years . No one i mean no one wants more than just a small raise and dignity
This is the problem of having a union..
You dont work there so you have no clue what your talking about. If it wasnt for the union, new employees would get minimum wage. People beleive canada posts lies. There as bad as trump when it comes to negotiations.
Union is only worried about collecting dues not the employees.Worked for Canada Post for 34 years the union has never changed they gave up our severance without telling us so the rural routes could join our union. Wasn’t there call to make without a vote. They only protect the bad and lazy employees.
Totally agree they haven’t won anything for lettercarriers in 30 years so they could make there pool of union dues bigger and constant increases for nothing . Pensions could be lost and they could care less
For us it’s safer to receive are mail at the post office then at are house ..
R u lkidding me? There are more break ins at those mail boxes. A pair of bocitters at 3 in the morning can bresk easily. Canada post wont tell you about the breakins
Could be worse, bankruptcy with no bailout.
D
Sign the contract.
I agree that no one wants a strike. I hope the union realizes that. It’s time they face reality and take a hard look at the current situation.
Hire people who want to work they would love to make the money they do. And if don’t like job go get another let someone else who wants to work and not hold us hostage every year.
Apply then they are always hiring it’s a revolving door don’t say stupid things you don’t know about . I guess you never got off your ass went on line and applied maybe welfare is just easier fir you
Your comment is spoken like a true person who knows absolutely nothing.
Liste..u have no knowledge of whats going on at canada post. They ade crying that theyre in debt but whos tje one that built a plant in toronto with actual robots doing our jobs. Thats expensuve They got money and land They dont tell you that
Back in the early 90’s, i worked at Head Office and even then the Corporation was floundering, without selling off major buildings they kept the doors open. I put forward that we continue delivering business mail every day and houses every other day. Thus i was told that doesn’t work and asked to leave the meeting. But that would have saved thousands to be used in the future
This message is 100% right on. The public has been seeing letter carriers delivering 30% of what they delivered 10 years ago. Every day my letter carrier walks down our street with 30% efficiency??
Technology is having the same effect on the postal system as it has on newsprint manufacturing…both are being phased out….
Arbitration or let the members vote on the last global offer, the union had ample time to negotiate a new contract
Yes yes yes
Canada post walked off the table many times. They got donald trunp helping
Canada Post is in deep trouble, it’s time to save your job, not strike !
Work for the greater good
Do u work there? We have alot of risks that canada post led us to. They lie to the media. Just like donald trump. They are in debt because they purchased a plant in toronto with all working robots. Do uyou know how devisatibg that is to watch ribots doing your job? Thars only half of what canada post didnt tell you
Canada Post is in deep trouble, it’s time to save your job, not strike !
Work for the great good
Canada post employees have nothing to bargain with. Canada post is all but bankrupt. If the employees continue to be greedy, they’ll be all out of a job shortly. Should they finally use their brains and continue to work and ask no demands, they might be working a little longer. The public has had enough of these employees holding the mail hostage and raising the postage each year. Enough is enough. If you appreciate your jobs, work. If you don’t, go on strike for nothing as there is no more money to give this old money pit Canada post.
Totally agree!! Please sign and do our part to save our future jobs now
The employees should be treated with respect. They are vital part of our every day lives. They have been given more parcels to deliver and are working longer hours. Let’s give them better wages and safer work ethics.
How very convenient that the IIC report comes out a few days before the imminent strike. Because, CPC can’t drag its feet, again, and expose their nefarious hand, so they get the IIC to twist the employees’ collective arm for them. Don’t kid yourselves, folks, the upper echelon of management and the executive couldn’t care any less about dropped routes. If they cared, they should and could have begun negotiations in January, 2022 instead of waiting till 2024.
I’m done with this union. Refuse to strike again. Won’t walk picket line.
Agreed
its NOT the employees that put us in a financial mess. . . its the STUPID management decisions over the years!!!
Go to work in private work place and make 15.00 with no benefited. Every one should be happy we have a union at Canada Post.
Yes, for sure
Why is it always about the money loss for Canada post. Canada post new about competition years ago and did nothing about it and secure the name in Canada. The people who work for Canada post needs help from whom ever to meet their needs and their family’s needs. Our goverment and companies that have been here forever need to step up and secure the name, the standards of the name and most of all the employees who helped build that name.
With what is going on in Canada today the people need to be working not Striking .They can not afford to Strike.
The TDSB puts strikes to a vote from members. If the union did that today, I am certain most Canada Post employees would vote no strike, that they can’t afford to lose pay twice in one year, and their families can’t manage. Also, you are hurting small businesses and seniors and people who still rely on mail – and there are many of us! Put your pride aside union, take the deal!!
I write letters weekly to a friend in Ottawa, it would break my heart if rhe service was terminated.
Canada Post is a licensed print money and yet between the corporation heads and the union heads this place is garbage they should fire everybody involved put some people in there who actually have experience running a delivery system
Yes
If Canada Post is bankrupt, it can only be due to gross negligence or mishandling. Postal Boxes have been proven to be a haven for identity thiefs and are not a vviable option for seniors or disabled. Get it sorted.
They are bankrupt because of the greedy employees who get paid way more than they deserve they are lazy little children
Not all employees are Lazy many contribute to its success. I FOR one will be leaving so will thier profits . Only management does not make money and heavy admin. The worker make money for everyone else . I f we walk off the place is finished period . Be cafefull
Maybe you should look at the bonuses that all management makes for doing a bad job
Sign a 12 year agreement to give ourselves a chance to earn back some business. Nobody wants to deal with us when we go on strike every 4 years!
Our company is facing difficult financial challenges, their offer is not the best. However, it’s still acceptable. Some salaries raise is better than nothing at all. Also our company wanted to have weekend deliveries which is more competitive to other companies. I totally don’t understand why our union always turns down the offer. The strike doesn’t help anyone, we lost our salaries and our company lost lots of business. Once the customers using other companies is hard to get them back. Our union should see the reality and compromise or let all the employees to vote if we should take the offer or not.
I love my job as it is. “Vote to Strike” they said. “It doesn’t mean we’ll strike, it will just support our negotiators” they said. We’ll “they” led us down the wrong path. Sign the offer and let’s get back to doing our jobs, which is supporting our communities, not hurting them.
I am with you! I love my job and my community so much. I work hard every day and would be happy to work more. I don’t want the public to be disillusioned by our employees who don’t love their job as much as I do.
Look after your current tax paying, economy supporting employees first before sending billions to third world crooked governments who pocket the money themselves.
As an authorized contractor for Canada Post pickups, if they do go on strike that affects me as well. Just like it did for that time in November, December last year. My boss didn’t pay me while they were on strike. People have bills to pay house mortgages, etc. Do they not realize The fallout effects people outside of it all as well? Speaking to several employees each day, none of them want to go on strike. I don’t even think a lot of them want what the union is asking for all at once. They just want to go up to the percentage that they’re looking for gradually. So what’s the problem here?
There is a lot of employees who are on their own and dont have another income in their household to rely on … they are still feeling the devastation from the last strike …there is no way they financially can go through another in such a short period of time ! They need to settle … stop being unreasonable it shows right now either side is not concerned about their current employees …
I also agree.. we are about to lose our quality of life with this dispute. We are losing customers day by day.. these customers used to be the most important part of this business.. what are we as employees supposed to do, this will clean me out financially..
What is wrong with CUPW
DON’T SENT MANY MAILS AND PARCELS, DOES CUPW UNDERSTAND ALOT OF PEOPLE AROUND THE WORLD INCLUDES CANADA USES
EMAIL AND FACEBOOK, SO CUPW IF YOU TRULY CARE ABOUT YOUR JOBS AND POST OFFICE, THAN YOU NEED TO STOP THIS CRAP
THE UNION SHOULD RELIAZE THE WORKERS HAVE BILLS AND FOOD FOR THEIR FAMILY
IF CUPW CARED ABOUT THE POST OFFICE EMPLOYEES, THEY WOULD STOP THIS CRAP, PEOPLE OF THE WORLD INCLUDES CANADA
I agree, worry about present employees, not ones in the future ,employees cant afford to keep on striking!
Agree
Also every letter carrier knows deep down door to every day or at all is never going to make money. Not that I believe we should even make money just not lose tons due to mis management we are a service like garbage pick up , busses, parks etc that have never been asked to make money
There is way to much stress put on the employee. Canada post has been doing this to their employees for years, bottom line…THEY DONT CARE!!!! I should know, I used to be an employee!!
Unfortunately, people seem to can only understand the employees and unions strife only if they have been on the inside. They need to understand that the strike is about much more than wages, and yes wages is a big part of it.
Get rid of the unions and things will improve. Worked with Canada Post as a carrier from age 53 to 60. You have to get with the new reality of business or go down with a sinking SHIP!!
I believe in unions just not this one
Former Letter Carrier who started at age 53 and worked for 6 or 7 years. The unions are going to destroy a great career for so many people. Please work to keep your jobs!! FACE REALITY OF TODAYS WORLD!! IF not? suffer the consequences.
Stop all door to door service totally waste of money to delivery nothing but only junk. Cutting manager position. Merge 5 together. Anyone would like delivery to door like disable and senior with pay monthly base. New delivery system 24/7 to save Canada Post future. There is a lot of emergency business need 24/7 service only Canada Post cover up almost the whole area. Also change 5 days regular delivery to 3 day will save a lot of money for operation.
All negotiations must be done in good faith. We, the citizens of canada depend on our postal service and on the great work of each of you, i know the only way that you can see.Make your voices heard is to disrupt the mail. However, I would request that if there’s anything that’s perishable, that needs to go to seniors or to people who need medicines delivered that they should be a priority.
This union couldn’t negotiate a parking lot.
I have been with Canada Post for 11 hrs. I enjoy working hard. I appreciate what we have now. These strikes are destroying our livelyhood. Those who ask too much when a company is already in trouble have no sense of care for the future of a Company that does provide well. I appreciate Canada Post and what they have done for me as a single mother. This is greed and laziness. THIS IS UNACCEPTABLE. If people don’t want to work then leave. Let us enjoy and appreciate what is infront of us . We need to care for our needs and our customers
needs who we appreciate as well.
Absolutely agreed
Sign the contract now!!
Yes!,
Yes
If we were unable to “muscle” our way to a contract via a legal strike during the busiest time of the year , there is absolutely no leverage now.
I don’t agree with strikes as a form of intimidation, and when there has years of negotiations with no movement, maybe it’s time to change tactics and representation.
1. We lost any hope of the general public backing us with the lack of information the union shares either time.
2. The inquiry (truth or not) makes us the villians, putting ourselves out of a job. Somehow the workers are to blame for mismanagement of the finances.
3.i cannot afford to be out of work again so I will be doing the same as a lot of my depot, finding other work instead of picketing.
Negotiations are supposed to be give and take, so both sides representatives are to blame. I love my job but the “politics” are terrible.
To not even show the offers, to do a second vote whether we actually wants to stike again is completely ridiculous. I was at a conference where the openly said that the were asking lawyers if they had to remote. If you think it was was the membership want then put it to a vote, not try to avoid it.
95% of Canada post employees are fed up with this union smh they are only hurting us, we have families to feed. Labour disruption is unacceptable
agree 100 per cent. so much time wasted worrying about potential future employees rather than current ones.
CUPW never had their priorities straight…How many millions has the Union spent defending the useless workers who’d never find a job anywhere else?
They aren’t worried about future employees, the union is worried about protecting their 60+ elected national and regional officers making 80k+ per year off the union dues from the membership.
The executive of cupw make the same wage as a member. Know your facts, read the CUPW constitution
totoly agree
This not acceptable. Enough is enough. We have family to feed. Union people does not feel the pain. We are the employees feel the pain
Cupw has no leverage and STAY OUT of business on how to run it. Stick to your job in protecting employees rights.
Yes
My favorite is the postal banking being jammed down our throat for year it is ridiculous a company that doesn’t make money becomes a bank it could never happen but just incase a big payoff to the union jack shit to the employee
The Consumers, the Postal Customers continue to pay the Consequences of this ongoing Postal dispute. It is a Huge disruption for Businesses that use CANADA POST, IN GOOD FAITH TO GET THEIR PARCELS DELIVERED ON TIME.
I grew up in strong workers.U got a job to do.Follow your nose and work the program.Check the wage structure of the country u live in.l recently had a door to door delivery coming through canada post courier rate prepsid.lt got dumped in my mailbox. That fair market value or abuse????.
Agreed! Please let us work! I love my job!!
