Canada Post presents final offers

Canada Post has presented final offers for employees represented by CUPW.

The offers for the Urban and RSMC bargaining units protect what’s most important to employees while making important enhancements that build on the company’s most recent offers. The final offers also act on the recommendations of the Industrial Inquiry Commission (IIC) with much-needed changes to the company’s delivery model.

Enhanced final offers

Our final offers maintain our proposals made in the global offers on May 21, with enhancements. For employees in the Urban bargaining unit, that means:

  • Employees will receive a signing bonus ($1,000 for full-time; $500 for all others, including temporary employees)
  • Cost of living allowance payments would be triggered at a lower inflation threshold (7.16%, instead of 13.59%) to provide better inflation protection from February 2025 to January 2028
  • Letter carriers using the Dynamic Routing delivery model will continue to receive a per-piece payment for Neighbourhood Mail deliveries until January 1, 2030. The per piece payments are on top of actual time values
  • Compulsory overtime will be removed, meaning the Corporation can no longer require employees to work mandatory overtime

After almost two years of negotiations, a lengthy strike, an intensive review by the IIC, and now the resumption of strike activity, the Corporation’s final offers are designed to move negotiations forward and return certainty and stability to Canada Post, its employees and Canadians.

    I volunteer at a Toronto hospital. I give friendship to people who are less fortunate then myself. Yet accomplish more with all their ailments then Cupw and Cpc combined. That is a good feeling. Cupw and Cpc could learn from these people.

  • If you do a search of recent, ratified, federal collective agreements, 12-15/16% increases over 3-4 years is what you’ll find.

    If we are stuck on wages, CUPW is out of line with reality.

  • We are dealing with a company that is trying to fail so that they can privatize. Politicians and upper management are the only ones that will get filthy rich from this goal of theirs. All these supervisors making comments in this forum don’t know it yet but they will be out the door too if that happens.

    Here is one revealing proposition for CPC. Show the payroll for the last 5 years for both management and blue collar. It was stated in the hearings that we now have 4500 MORE supervisors and 3000 LESS routes. Still we hear the argument that the population increases are driving up delivery costs.

      • There won’t be any taxi routes when we lose door to door delivery because the union doesn’t care about carriers only the lazy inside workers.. The union only cares about the union or they’d show us their demands that they hide.. Carriers are going to pay hard because of failed negotiations over and over..

  • Why has no one started a petition to declassify the union as of yet? There was talk of this when we were out because of them last year. Everyone is so tired of the union but no one does anything about it. If someone wants to comment on how to do it, I will take it on

  • Cupw has probably made some gains in the Offer by acting all tough, But its now time for them to fold there hand while they are up. If not the leader will have to go.
    The industrial inquiry has already ruled, that the company has to reorganize that anyone hired starts at same wages. So this is off the table as the company says non negotiable .
    CUPW as my sole rep has done a terrible job. They seem to have an EGO problem and in front of a Judge******** Like what is wrong with this strategy.

  • Please take my $1000 signing Bonus and put it down on the $1,000,000,000.00 loan, we already get paid enough as it is. CUPW should also throw in some of our high paid union dues that are unless to us ,to help out with the loan.

  • Letter carrier paystubs may look the same in 2030 as 2025 factoring in the raises but minus the housesholder money.

    • The 7 day delivery should go to existing employees first. Canada Post wants to hire outside people, instead of paying their already trained employees… how does that save money? What about the “state of the art” facility that was built last year in Calgary? Where did the money come from to build that if there have been financial loses every year? Both sides need to compromise. The union needs to realize they aren’t fighting for people if they keep refusing offers. The corporations need to be honest about the funds they have and the truth behind the reasons that CUPW doesn’t agree. The employees want to work, they want to go to a 7 day a week schedule. Canada Post would have you believe otherwise…

      • How about no, that’s the union, and how the company creates positions is not your job. The part timers should start the weekend delivery right away to generate revenue, no one knows what the volumes will be like and you can’t guarantee Full Timers a position either. 7 day work week the union doesn’t want and nothing has to be promised if they create a new job title. The union has destroyed the future of full timers in the Post office and they’ll be all be replaced by part timers and casuals. You don’t make the call or does the union, the union works for us, they’ve demonstrated their incompetence contract after contract. People will be in financial stress if they have to survive strike which the union can’t even get it right, but have no problem taking our dues on time. CUPW failed stop protecting and defending a bunch of uneducated incompetence… Worry less about the supervisors, they have nothing to do with negotiations, how about look at the nationals income, taking in millions percent month and doing nothing. We have the right to vote every offer but the union violates the constitutional rights of its members by not letting us vote. If you’re so concerned about management go apply and stop deflecting what’s and who’s the real criminals here, CUPW.. stealing money from its members and getting paid full during strike.. Union is broke should tell you all you need to know about who represents us all.

    To all CUPW members, please note that our union negotiation team will be meeting with the Honorable Patty Hajdu, the minister of jobs, in a few days. Send her emails expressing our concerns about the misrepresentation and lack of communication being provided by our union heads. Let her know we want to vote on the offers Canada Post has presented and maybe she can force CUPW management to listen to their members !

  • Please stop playing games and have the members vote on the final offer as this uncertainty affecting our business adversely. I am pretty sure over 95% of the members are in favour of finalizing the CPC’s current offer.

  • Best way for the corporation to thin the herd employee wise which is what needs to be done due declining mail volumes is to switch the pension plan from DB to DC.     I vote ‘Yes’ to Canada Post’s offer. A true representation of employees’ stance would be to allow each member to vote. It would be great to have the government step in and make this happen.

    • Sadly mistaken my friend. I work in an office where it’s 95% + in favour… and there are 300+ people there. That’s a pretty high representation. I think the majority of employees feel that same way.

Wage increase is decent. Yes, carriers will now have to work 8 hours, just like inside workers always have. CUPW has very little support now. You’re stuck in the past. Canada Post and all of us exist in 2025. Please wake up and come into reality.

      The delivery model needs to change so we can survive and compete. I would rather be part of the solution than add to the problem.

    • It doesn’t matter what’s fair or not. What matters is what’s inevitably going to happen. The contract will end up being finalized by an arbitrator in favour of CP, and it’ll be worse than what they’re offering now. Workers will lose weeks of pay and benefits again, for nothing. CP won’t bend, and the government has their back.. not yours. Sometimes you just have to cut your losses. If you really care about your fellow workers, give them what they want. It’s obvious the consensus is they want to work.. not strike.

  • If this goes to Arbitration we lose again. Kaplan said that CUPW was unreasonable. Never Lie or be unreasonable to a Judge or you Lose.

  • During the open period, the members must show that at least 40% of the workers in the bargaining of employees want to decertify from the incumbent Union. This is done by collecting signatures or signing card. The worker(s) then send this information to the Ontario Labour Relations Board which will hold a vote. While Unions are entitled to express themselves with respect to decertification, this expression cannot cross the line into threats or coercion. Similarly, employers are prohibited from interfering or assisting employees in decertification. If the decertifying workers get 50+1% of the vote, the Union is deemed “decertified”. The workers and the Employer are then at liberty to deal directly regarding the terms and conditions of employment in the workplace. Workers will no longer be required to contribute union dues.

    The process is similar for workers wishing to decertify from their incumbent union to join a new union.

    Workers wishing to decertify should anticipate that their unions will fight vigorously to defend their role as the exclusive bargaining agent (and union dues flowing therefrom). Oftentimes, objections and allegations of impropriety on the part of the Employer or the decertifying workers are raised with a view to defeating applications for decertification. If resolution cannot be found, the Ontario Labour Relations Board will schedule a hearing with respect to objections or other unfair labour practice complaints. The application for decertification will either be confirmed or dismissed.

    • I have 30 years at CPC and know that CUPW is not a 3rd party union just Chloe is like us that were ordered in but are not my experience in negotiation whatever maybe they picked up a few skills here and there it’s time to remove cupw and bring a third-party. This solved the issues.
      This offer is good for plant workers MSC drivers medium and heavy vehicle drivers
      This is not good for delivery agents but most don’t mind after a few months on they SSD routes but some changes will go against them
      But let get real it’s not bad because most of us had it to good for awhile now
      Take the vote of Delivery agents because they are the most affected by this

They’re blocking an agreement out of pride, ego, and a need to be ‘right’. They will lose as usual and so will every member. All of the things Canada Post wants; part-timers, dynamic routing etc will happen. It’s only a question of whether we have another useless strike or lock-out first. CUPW please wake up!

This is typically done by filing a revocation application with the relevant Labour Relations Board (LRB) and providing evidence of the employees’ wishes. The LRB will then supervise a secret ballot vote, and if a majority of employees vote against the union, the union will be decertified.

  • After 25 years of working for CPC I can say that this is the best offer that we have ever been given. Usually Canada Post just stalls until we get sent to binding arbitration. The arbitrator always sides with the corporation.

  • I’m a delivery employee of 15 years, and times have undoubtably changed. Neither CUPW or Canada Post stands to win here, and this will replay itself again, in greater intensity, when negations come up again. CUPW needs a reality check, and needs to back down on a few of the so called “demands”. It would also be nice if there was transparency, they are speaking on the behalf of the members, but none of us have heard much about what. If the union pushes this too far, it’s going to implode on itself.

    Canada Post’s latest offer involves no rollback of existing benefits, and gives us over 13% raise while the business is still losing money. All they are asking from us is to allow flexibility in using part-time workers to meet variable demands at weekends and during weekdays, with a minimum guaranteed work hours. This is way more than any reasonable person can expect. If our union still refuse to let us vote on this offer, the company should go directly to the union members to have a vote.

    To ensure a quick and fair voting process, the company can just add a voting page in SAP on our employee portal and make it accessible to CUPW members only. To prevent hacking, a member will need to login as usual, but in addition, enter a one-time passcode that is sent to their contact phone number on file in order to vote on the offer. To ensure impartiality, the company can get an external auditor, like Deloitte or Accenture, to review the system codes and transaction log to validate the voting results. Half-day coding/configuration and another half-day testing are all is needed to get the direct voting process up and running. Get it done and we can all get back to serving the public and saving the company.

        • Unrealistic in terms of a delivery mode that has not changed in 40 years. Unrealistic in denying cpc to increase pt work on the weekend from 10 to 20%. Unrealistic in terms of allowing lc’s to continue working 4 to 6 hours a day and paid for 8. Unrealistic for the union to expect ft carriers to give up weekends off, only to now work them with weekdays off sacrificing their quality of life that the union claims to support. Letter carriers have always been their own worst enemy, running to finish their routes, and not doing the job the way its suppose to be done…especially during job action. Cupw can sign today and still have safe secure jobs. Its up to letter carriers to NOT allow the ssd, load levelling, or dynamic routes to work. Do the job properly, take your breaks, your lunch, work safely and force the ot on the route. Cost cpc money. Thats all they understand. Thats the fight. Its hard and a struggle. A strike does nothing.

            Hours are skipping breaks, changing up the route and booting it.. Force them to work 8 punch in style, only half routes will be accomplished as the incentive has disappeared, actually less stressful to since the rushing feel becomes obsolete.

  • Decent offer for middle age workers. Senior workers can’t accept that offer, They want more by doing nothing. CUPW don’t understand business, dozens of new logistics companies spontaneously went up due to technological changes. Canada Post(employer) needs to compete.

  • As much as i dispise cupw and cpc equally, i find no fault in your comment. I went through the 1991 stike, project 176, the natural walking pattern replacing right angles (which added 15 to 20 minutes to every route), and countless attempts by cpc to take away the 5 minute washup and half hour paid lunch. All this under a union only concerned about its political agenda and fighting the govt at every turn, and cpc always crying poor no matter what the situation. Im no further ahead today than i was 34 years ago. I completely agree with you.

  • Okay, judging from the final offer Canada Post has given compromised a bit more. This offer is much better than the company was offering back in November/December. CUPW must accept this offer. It’s time for everyone to move forward and put this tremendous stress behind us.If the union doesn’t accept, Canada Post must ask the government to force a vote. We as workers must be allowed to vote on this offer!

    • You wanted to vote on the last offer, but this one is better in your view. Do you now see how negotiations work?? CUPW is doing their job and even in your eyes keep getting us better offers. I say reject…my vote is NO.

    The only thing I don’t really like about the offer is seeing that the pay per piece NM is set to eventually become a thing of the past. Hopefully by the time the pay per piece NM goes away all routes become CMBs!
    But I would gladly accept this final offer! Hopefully CUPW doesn’t mess it up this time!

    • Don’t worry, of course CUPW will reject this offer. Their egos are larger than their brains. Who cares if every member loses thousands in wages once again, only to be ordered back with a worse contract imposed. But our CUPW execs fought another glorious war and lost. As usual.

  • I have worked for Canada Post since January 1999. In the successive collective agreements since then, the only gains CUPW has seen are pay increases that haven’t kept up with inflation or the general cost of living. No other gains. Only losses, or fighting against (sometimes successfully) other losses. Over the past 26 years, we’ve lost sick days, severance pay, some benefits, and bonuses. When I became full time and started receiving benefits about 25 years ago, I was pleased to get my $1000 dental coverage at 80%. 25 years later, it remains at $1000. This gets a checkup and teeth cleaning and maybe covers 1 filling. This is true of all our medical benefits. Coverage amounts frozen in time from over a quarter century ago. When do we start to make gains? I’m working for less, relative to the cost of living, than I did when I started all those years ago. Some thanks for all the years of service! Now Canda Post is framing more mitigated losses as gains for us in their latest, final offer. The corporation has throughout 2 years of (non-)negotiation, demanded its way on all issues and then continually walked away from or stalled negotiations, anticipating the election of a Conservative government happy to do its behest. CPC now has had to yield a little with a Liberal government reelected, but it’s not all bad for the Corpse as the Liberals’ Kaplan misguided report proves they’re really not much different than the Tories. Why do we workers continually pay for terrible blunders by the Corporation? $500 million processing plant in Scarborough despite declining mail volumes; unnecessary postal transformation that required the purchase and maintenance of a truck for every letter carrier; the dreadfully inefficient SSD delivery model…to name a few.

    • We can only hope that once the contract is finally settled that we can get a government audit into the runnings of the corporation.

    • Maybe if the same people don’t constantly get “injured” and suck the benefits dry, our premiums wouldn’t be the highest in the country, and CP could afford a stronger benefit plan.

  • I think this is basically going to come down to inside workers and LCs who live in the real world vs LCs who’s still grasp to that sense of entitlement and will never want to chance. For inside workers it’s a no brainer, let’s just sign it and move on.
    However, the union tends to cater to Ole diehard LCs who never are happy about anything. So hard to say how this will play out.

    • I agree. They are so negative, disgruntled and unhappy on a regular basis…. But happy to get paid 8 hours and do 3-7hours daily. I don’t think they will be happy until they get paid 8hours for doing nothing at all!
      There is a lot of things the corp has to fix or resolve but If they hate the corp so much go find another job. I don’t like many things the corp does but I’m here to do a job and my pride makes
      Me do it to the best of my abilities. No other company would tolerate the level of non sense I have seen them get away with.

      • Lucky for you they are hiring and continue to not find people capable! Hop on one of these cake walks all star! If they are getting done early they are athletic and skipping breaks for the “incentive”. Most could never do it.

  • So then every morning, as a letter carrier, I have to I argue with my supervisor to figure out how much work the computer has calculated for me to do. And then what’s the appeal process, if I don’t agree, how long does that take every day? And how do I know it’s even calculating properly including flyers, parcels, etc… Until we have more clarity and explanation, I say no thanks.

    • The alternative is no job…

    • Sounds like you need to transfer to another position, maybe PO4. Although I hope you know PO4s already work 8 hours every day and have to do many different tasks, including sorting routes. It’s not that hard to switch to different routes, especially with sequenced mail. Some people are just better carriers than others I guess.

    • I agree totally! The CBA is hundreds of pages with little intricacies that aren’t shown here. CPC can scream “urgency” all they want….they’re the ones who have taken over 6 years to make a “final offer”. We need specifics.

      • Janitors & Building Maintenance work for a 3rd party contractor called JLL. They are not CPC employees. Similar to our Security staff on premises who work for GardaWorld.

  • So, am I correct that if a letter carrier isn’t working under this Dynamic Route nonsense, they don’t get paid for delivering flyers anymore?? If that’s the case, Canada Post has just taken another $3000 to $5000 a year out of our income. That seems ok to you all??

    • Pretty sure the only change to neighbourhood mail was under dynamic routing, it’s the only place it is mentioned. So that means if you aren’t in the dynamic routing pilot no change…

Then when we’re ordered back and into arbitration, the result will be worse than this current offer. But I guess if you’re ‘happy to walk’, then there’s no problem. I’m guessing most members know this offer is decent and want a chance to vote on it. Some people will never be happy.

    • While I think this offer is a big steaming pile. I don’t that is correct. All per piece admail payments stay till 2030.

      • Yes, it does seem fine with me because THAT’S THE JOB YOU TOOK! Why do inside workers want to punish the LC’s?? Makes no sense. And don’t give me this bull about having to work 8 hours every day. I see ALL inside workers sitting on desks and watching/playing on their phones after 10am every single day. You STAY for 8 hours, but don’t make believe you actually WORK for 8 hours. That’s hilarious!

    • If I were NEB, I would negotiate CMB conversion and make company remove the dynamic routing. Gradual CMB conversion without laying off. No new hire for several years can make both survive.
