CUPW negotiations: Canada Post continues to operate as CUPW initiates strike action with national overtime ban

The Canadian Union of Postal Workers (CUPW) has launched a nationwide overtime ban for employees in both the Urban and RSMC (Rural and Suburban Mail Carriers) bargaining units. This is a legal strike action and means that CUPW-represented employees will refuse to work overtime across the company.

As a result, Canada Post will continue operating but customers may experience delays. It’s unclear how CUPW’s strike action may evolve. At this time, there are no rotating strikes or national work stoppage. The Corporation will keep Canadians and businesses informed if strike activity escalates and there are changes to postal operations.

The union issued strike notices earlier this week indicating that it intended to begin strike activity as of Friday, May 23 at 12:00 a.m. local time, unless the parties reached agreements before then. The terms and conditions of employment for CUPW-represented employees in the Urban and RSMC bargaining units have not changed.

Update on negotiations  

On May 21, the Corporation presented CUPW with global offers that increase wages, remove key sticking points and include changes needed to compete in the parcel delivery business. They also reflect the Corporation’s financial and operational realities.  

The offer details are available at canadapost.ca/offers. The company is ready to return to the bargaining table as soon as possible to resume negotiations with the assistance of the mediators.  

Canada Post has already seen parcel and mail volumes decline significantly as customers prepare for another potential labour disruption.

It is critical that both parties focus their energies on resolving issues to reach negotiated agreements.

    Hey cpc I sent out package last Christmas right after you got back to work. You think it’s arrived yet. Oh it was sent from Toronto to Mississauga. The distance between the two cities is approx. 24 minutes. In the package was a thank you card saying what a fine job you are doing delivering packages. You make other deliver companies look slow.

  • You have a counter offer and now you say 2 to 3 days or more to get back to cupw. But for days crying in media no response from cupw. Clocks tickings on you. You have a massive team to review the counter offer hope yo hear by Sunday night your next counter offer Rem all the delays are your fault now and cost customers because of your delay.

  • At KMPP we have in total 9 supervisors 2 superintented and 1 plant manager for total workers if we are luck 30 workers. WE DONT NEED 9 SUPERVISORS AND 2 SUPERINTENDERS how much money the corporations is wasting in those salaries.

  • Haven’t had OT in our depot since December. Truly dont see what this will accomplish other than having CPC lock us out due to lack of product. Does union have to pay us strike line pay if CPC locks us out?

  • Union let CPC see what will happen employees do not work OT? Nothing will be happening. So CPC plan to cut OT is corrected. The offer is good but need more protection on Temp and weekend workers. May be created a new team pay different rate to them.

    • They are not dropping the ball they are negotiating this…. AGAIN they did this last contract when they negotiated to cut the pay per piece for a brutal fake time value that gets wiped off when a restructure is down or when “prep” time gets re evaluated! There yet again negotiating to get rid of our flyer pay in exchange for a “time value”. Which IS ABSOLUTE GARBAGE AND NO LC WANTS THIS. But they do this regardless ignoring the members that this affects. LESS TAKE HOME MONEY. raises will meaning nothing with this loss. More flyer pay not less or NONE!!

    The funny thing is that the union just gave Canada Post exactly what they want and need, the ability to bring in casual workers without using overtime. I am not thinking this was a bright move for the union. This is a win, win for Canada Post!
    They are trying to get service standards more relaxed anyway, the union just gave them that option. The public could not care less if a piece of mail comes today, tomorrow or in a week.
    This gets funnier by the day.

Try doing an over assessed route for over 8+ hours in the +30 or +40 heat or even -40 cold.. You inside workers are lazy and complain.     The union will not fight for our flyer pay! They want the mythical bogus time value (this will temporarily create a couple jobs nation wide and more monthly dues for them) this value will get taken back from you eventually because of “prep” time decreasing. Our flyer pay should be increased NOT stripped, this is what the employees want but the union doesn’t care about what we want. They have their own agenda (anything for more dues). CP please dont take our flyer pay as we will be taking a pay cut the 13% increase will not make up for the lost flyer pay and we will take home less money! Group 2 is getting burnt hard! It’s bad enough group 2 will get dynamic routing this is a double whammy with the flyer pay cut!! Please hear us out cp this is what lc’s want.

    • Cupw has wanted time values instead of pay for flyers for years . You can thank them for that blunder

      • Yes this is CUPWs fault. They also agreed to unlimited sets of oversized flyers (in a previous negotiation) and reduction in payment per piece, all in exchange for ‘time-values’. Guess what CUPW, letter carriers would rather have the money. On heavier routes many carriers earn over $5000 a year with flyers. So this is a pay cut for all carriers. The rest of the offer is quite reasonable. Get Canada Post to drop this demand and then accept the offer.

          TOTALLY AGREE AND SO DO LITERALLY EVERY SINGLE LETTER CARRIER AT THIS COMPANY. Please help us with this CP so we can vote on it THIS would get a yes vote and it would get ratified leave everything as is and increase the flyer pay to what it once was and it will get ratified!

      • Of course the offer isn’t perfect. But the flyer pay is the most important issue. Everything else is reasonable and probably necessary for Canada Post in 2025. Unless your top concern is the 4 minute ‘wash-up’ time. OMG

        • Sorry for the typo; it’s 5 minute ‘wash-up’ time. We just lost another minute ,)

        • You and others have mocked the 5 minute wash up time. This time is quite significant to each routes time value. It totals 15 minutes per route. Eliminate this and each route just got 15 minutes longer. In cpc land that is about 30 minutes. In a depot of about 100 routes 15 minutes deducted will eliminate about 3 ft routes. You can bet cpc will make that 6.

    This contract will be up in 2027 anyway. Take the 13.59%, insist on keeping the piece-rate for admail, because that IS a rollback, and call it a deal.

  • Be grateful for what you have. Most people in Canada’s private sector are honestly disgusted that this is even dragging on this long. On average, Canada Post workers already enjoy significantly better benefits than the typical private sector office worker in Canada. Here are a few key differences:

    1. Pension Plans
    Canada Post: Most employees are on a defined benefit pension plan, which guarantees a stable retirement income.
    Private sector: Very few office workers have defined benefit pensions and some may have defined contribution plans (if anything), which are riskier and less generous. Most Canadian’s have to rely on the Canada Pension Plan when they retire – which we know pays peanuts. To have an actual pension, such as yours is a rare gift!

    2. Job Security
    Canada Post: Strong union protections make layoffs rare and difficult.
    Private sector: Job security is much weaker, especially in office jobs where restructuring and downsizing are common and getting much worse.

    3. Health Benefits
    Canada Post: Comprehensive health, dental, and post-retirement benefits.
    Private sector: Coverage varies widely, and very few companies offer post-retirement health benefits.

    4. Paid Time Off
    Canada Post: Generous vacation. Starting a 3 weeks, and pre-retirement leave, 13 personal days (nurses in BC get 2 personal days per year!), sick days, and COLA (Cost of Living Allowance).
    Private sector: Starting 2 weeks of vacation (3 weeks after 7+ years), fewer personal or sick days, and no COLA. A cost of living allowance sounds unreal because for most Canadians, especially in the private sector, a cost of living allowance (COLA) is practically unheard of now. It was once more common in unionised government roles, but most private employers phased it out decades ago. Today, most workers have to fight for a raise, if they get one at all. So, having COLA in your contract is a serious benefit. And the fact that Canada Post workers still have it, while demanding more, is one of the reasons many in the public see this as entitled.

    5. Wages
    Canada Post wages, especially with the proposed increases, are competitive or above average for similar roles in the private sector.

    When some argue their conditions should match private office workers, it’s often based on a misunderstanding. In most cases, Canada Post employees ‘already’ have it better than the average office worker, and that’s without considering the added job security and pension. Let’s be real here, its delivering mail not working at NASA. It’s important work, but it’s not highly skilled or difficult in the way some make it out to be. The benefits and protections already in place are better than most people working office jobs. Demanding more while the company bleeds money just makes you look entitled.

    • Just want to say I still enjoy my job. Its the politics that ruin it for me. I want to see this offer be put to a vote. I understand people on the outside think we have it so amazing, but if that’s so, why can’t this place recruit and keep people??? If the job is overpaid and underworked, why wouldn’t someone want to be a part of that?!

      • Because it takes years as a temp to get to PT, yet to FT. It’s hard work when you start for very little benefits or stability. Most can’t wait it out, look at the average age of temps, 20-year-olds are not the ones on list who can show some patience

Yes, there are many things that are good about working for Canada Post. However, we as workers do have a right to ask for improvements where needed.

      • The years thing is over, it’s usually a year now. I’ve seen people in our depot get FT in 9 months.

      • Don’t have to I’ve been inside 30 yrs and getting ready to retire so I do know what Im talking about…Transfer inside then, oh wait you will have to work shift work and weekends!

  • On the CBC news app, first article on Canada Post was like the 12th one down from the top story. What does that tell you about this strike-no one cares for the most part.

  • CPC drop the cola percentage and put it back to what it was. Ssd change the wording to any routes that are not cmb. As foot walks by your definition are only with relay bags. Stop any and all builds currently being done put them on a pause tell the contract is settled. As those time values need to be put in. Go the step further put in writing that apoc will not receive or get bonuses or at risk pay or any other new term as a bonuses on top of wages tell CPC turns a profit if broken cupw gets the same amount as the highest bonus offer bridge to pension eligibility. Aka if you have 30 CPC will pay the extra couple hundred tell your 35 year and you free up senior staff and a minimum cost( Kaplan said to do it so honour that) evry reduction in depot cupw should equal a reduction in depot superviors and superintendents leave pension same for evryone. Or better yet put back to superannuation with the rest of the govt. then never any pension issues time to trim the fat from apoc up the company should eliminate 25 percent of apoc and above like you do to cupw

  • So, the union is calling this official strike action. They are saying no overtime and part time and casual workers can only work 8 hours a day. Seriously, is this not exactly what Canada Post wants. My goodness, the union is just proving the Kaplan report was 100% dead on. So now, because the union is officially calling this strike action, the corporation is able to lock you out at any moment. This is going to be fun watching this play out.

    • They can lock us out but they have said they would stay operational even if we went rotating. If their words means anything.

  • Why not make it a final offer and FORCE a vote. I don’t see or hear any interest in a strike. Most want to have a vote and end this nonsense. CP HAS THE POWER TO END THIS

    • The wage offer is reasonable. Inflation is now back to 2%. The big roll-back is the flyer money. For some carriers, it’s thousands per year. If Canada Post drops thos demand, CUPW should accept the rest of the offer. Time for compromise from both sides!

  • Scrap the future employee,same pension and benefits as us, decrease new employee starting wage, also scrap the 5 min wash up time…. And give us our NM pay back , also leave us the opportunity of picking OT, then sign the contract!

  • Union has no money to pay strike pay. Look it up. Saw what we had in the fund pre Nov/dec strike. The union did all they could. They brought a rock to a gun fight. Lock out coming Monday.

    • I think you’re right, union is stalling for time, the additional 2 weeks would have gotten them more dues for next month..
      Union is cooked and we are if we get locked out. They were broke from last strike 6 months ago and people didn’t get paid properly or bounced cheques

  • Thank you CUPW for not walking out, but now it’s time to get a deal done. If Canada Post drops it’s flyer money roll-back, the rest of the offer is reasonable and acceptable. I know both sides won’t bother meeting on the weekend, but I hope you’re talking today. All intelligent workers know the company needs to change, and accept this. However the flyer money is an actual pay cut, so it’s unreasonable. Let’s stop dragging this out, for the sake of workers and customers.

    Give us the same extended health benefits as those in office jobs.

    Why on earth is there zero counterproposal from CUPW?

    Executives have a different extended health plan number. Get the details. Make it public. Go after it.

    To avoid any concern about falling behind. Make wage increase % for years 2-4 rate of inflation +1%. That way if we ever see 6% inflation again, all members will be protected.

    The simple fact that the post office requires O/T in May or June speaks volumes to Kaplan’s report. This is a perfect example why Canada Post needs to hire more part time staff. Cupw is just making the members look so incompetent, so much so that O/T is required during the non peak season. This is just too funny. No wonder the taxpayers will be on the hook for a billion dollar a year loss. No way, at this rate could the post office ever pay back a loan.

    • I agree, there’s been very little overtime in our office since back to work in December. This is either a signal that the two sides are close, or it’s CUPW daring Canada Post to lock us out (then they’re the bad guy). How about a third option: compromise and get a deal done?

  • Looks like the union has run out of gas. No O.T, the company had virtually eliminated that already due to no volumes. People still wont ship with us due to possible strike action still. If you think there is a better deal in the private sector then go ahead. My buddy who work in ps has not had a raise since the pandemic started- think on that.
