PSAC-UPCE negotiations update: Conciliator appointed
October 19, 2026, 04:11 pm
The federal government has appointed a conciliator to help Canada Post and the Public Service Alliance of Canada–Union of Postal Communications Employees (PSAC-UPCE) reach a new collective agreement.
On October 1, 2026, PSAC-UPCE filed a notice of dispute with the federal government. The next step is conciliation, which provides an extended timeline for the parties to continue negotiating with the help of a neutral conciliator.
The conciliation process will continue into the new year if no agreement is reached before then. While this process is underway, no labour disruption can occur under the Canada Labour Code.
Canada Post remains committed to working collaboratively with PSAC-UPCE, with the goal of reaching a negotiated agreement and avoiding any labour disruption.
The current collective agreement with PSAC-UPCE expired on August 31, 2024. In April 2025, the parties agreed to defer negotiations until both sides mutually agreed to resume talks. Formal collective bargaining resumed September 28, 2026.
