PSAC-UPCE negotiations update.

As the negotiations process continues with the Public Service Alliance of Canada-Union of Postal Communications Employees (PSAC-UPCE), it’s important that we keep you up to date.
Our approach to bargaining
Canada Post remains committed to negotiating a new collective agreement, as we have with our other bargaining agents. Each negotiation is different, but the common thread remains the financial situation facing the Corporation. As we outlined during our Annual Public Meeting last week, Canada Post continues to record significant financial losses as we address the structural challenges facing the Corporation. This requires a pragmatic, status-quo approach during negotiations that offers improvements where possible while protecting other existing items.
For this round of negotiations with PSAC-UPCE, we have put forward a framework that would improve wages and enhance benefits over the life of the collective agreement. In response, PSAC-UPCE negotiators tabled a comprehensive list of demands that would go well beyond the status quo.
A timeline on discussions to date
After a mutual agreement to defer negotiations for 18 months, both sides resumed talks on Monday, September 28, 2026. Canada Post put forward its framework with proposals. PSAC-UPCE then tabled its list of demands. Over two days and a half, a few hours of preliminary discussions occurred. That Thursday, October 1, 2026, PSAC-UPCE filed a notice of dispute with the federal government, requesting a conciliator. The federal government has now appointed a conciliator to help both sides reach a new collective agreement.
Committed to the process
The conciliation process provides the parties with a defined period to continue negotiations with the help of a neutral conciliator. Canada Post remains committed to working collaboratively with PSAC-UPCE with the goal of reaching a negotiated agreement and avoiding any labour disruption.
Canada Post is ready to engage in this process with the urgency required to reach a deal that rewards employees while respecting our current financial situation. To date, no further discussions have been scheduled.
