PSAC-UPCE negotiations update

October 2, 2026, 03:12 pm

After a mutual agreement to defer negotiations for 18 months, Canada Post and the Public Service Alliance of Canada-Union of Postal Communications Employees (PSAC-UPCE) resumed talks on Monday this week to reach a new collective agreement.

Yesterday, after preliminary discussions, PSAC-UPCE filed a notice of dispute with the federal government, asking for a conciliator to help the parties reach a new collective agreement.

Approximately 1,200 Canada Post employees are represented by PSAC-UPCE and work across the organization in administrative, clerical, professional and technical functions and not front-line delivery operations or retail post offices.

This step provides an extended timeline which allows for the parties to continue negotiating with the help of a neutral conciliator, appointed by the federal government. This process will continue into the new year. While this process is underway, no labour disruption can occur under the Canada Labour Code.

Canada Post remains committed to working collaboratively with PSAC-UPCE, with the goal of reaching a negotiated agreement and avoiding any labour disruption.

The current collective agreement with PSAC-UPCE expired on August 31, 2024. In April 2025, the parties agreed to defer negotiations until both sides mutually agreed to resume talks. Formal collective bargaining resumed September 28, 2026.
