Canada Post’s negotiations with CPAA head to final offer selection arbitration

After more than a year of bargaining – and despite best efforts – Canada Post and the Canadian Postmasters and Assistants Association (CPAA) have reached an impasse in negotiations on some key issues.

On December 12, Canada Post presented a global offer to CPAA. While the parties agree on several issues, some important matters remain to be resolved. CPAA notified the Corporation that it intends to send all outstanding matters to a mutually agreed upon arbitrator for final offer selection.

Under this dispute resolution method, the arbitrator decides on one proposal in its entirety and has no latitude to blend elements from both parties’ proposals. As a reminder, the bargaining process with CPAA does not include the possibility of a strike or lockout.

While this process is underway, the terms and conditions of the existing collective agreement that expired on December 31, 2023 continue to apply. Employees represented by CPAA are primarily responsible for managing post offices in rural Canada.
