CUPW-represented employees to have the opportunity to vote on Canada Post’s final offers after 18 months of negotiations

Canada Post has received notice that the Minister of Jobs and Families has approved its request for a vote to take place on the company’s final offers to the Canadian Union of Postal Workers (CUPW), using her authority under section 108.1 of the Canada Labour Code.

The vote will be administered by the Canada Industrial Relations Board (CIRB) as soon as possible and will give employees in the Urban and RSMC (Rural and Suburban Mail Carriers) bargaining units the opportunity to have their say on Canada Post’s final offers. The company stands ready to work with the CIRB to prepare for the vote and will share details as soon as they are available.

Canada Post welcomes the Minister’s decision as it will provide employees with the opportunity to have a voice and to vote on a new collective agreement at a critical point in its history. A negotiated agreement between the parties has always been the preferred path to an employee ratification vote. However, the parties remain at a major impasse after 18 months of negotiations, a national strike and an Industrial Inquiry Commission that detailed the challenges facing the company, and what needs to be done to begin addressing them.

Canada Post’s final offers

On May 28, 2025, Canada Post presented final offers to CUPW for employees in the Urban and RSMC bargaining units. The vote will take place on these offers.

  • I read the union’s ’10 reasons to vote no’. Nothing on the list struck a cord. It all boils down to being either a realist or a fantasist. Needed changes are coming and we’ll adjust as we always do. 20+ years as a carrier…absolutely voting YES.

Employee’s should be glad that they are making $55,000 a year without overtime on top of this. You know that a letter carrier can do his/her route take a piece of overtime and still be done there day within 8 hours. Also, the average sick days used by CUPW members is around 20 per year!!!!

  • CUPW messed up by not defying the back to work legislation in Decembers strike. Therefore my respect for my union went out the window for this union that Ive been apart of just over 10 years. Our union only cares about that $100 per month that we give them. They know with the new contract, will cut the workforce in half and they know there wont be 55,000 of us in 10 years, maybe even 20 when I retire.

    • This is an excellent comment. Canada Post does not exist to provide employment to CUPW members. To the general public the carriers looks like entitled spoilt brats and they aren’t wrong. Anyone paying attention and with a modicum of common sense will see that the issue isn’t CPC, it’s the union. Read the Kaplan report, I certainly did. Anybody who votes no to this offer is part of the reason the corporation is in serious trouble and why the general public despises letter carriers.

    govt and PC haven’t divided our membership, poor leadership and negotiating other part of the union has done that. We pay these people to do 1 job, 1JOB, and they fail in a dramatic fashion time after time. 18 month negotiation my ass, they’re working on 5 yrs.
    The world changes, cupw stays the same. NDP gone, no friends on parliament and they cry when the govt isn’t on their side and try and take their ball home and leave the game. All of a sudden they want their old enemy, the arbitrator back when in Oct they hated him.
    Vote what you want, make an informed decision, cpc paid for my house, cupw takes my dues and protects all the Karens and whiners.

Yet Cupw is doing all those things to its members who pay dues and are suppose be on our side.   • I would never vote “yes” on an imposed vote. Right there, it goes to show you that CPC has an agenda. People blaming the Union need to remember that everything we have, including the wage, is because we have a Union that’s been fighting for us. If it was for CPC, you’d be working for a minimum wage, with little or no benefits.

  • I don’t usually subscribe to platforms but I feel this time I would like to weigh in on this on because I believe this is the toughest fight we have ever had, the division within the ranks is unbelievable! But as a current employee and one that will be retiring within the next 5 years I realize this will be my last contract and I must say in my local I have heard many of times that we don’t care because we are on our way out, and that the fight is for the incoming employees, I find this offensive to the many many people with years of service and who had had these struggles in the past that it would be an inconvenience to you, the truth of the matter is these are the people that currently work here who’s vote count not the people who don’t work here!

  • Interesting how just six months ago, the carriers were saying how inside workers are overpaid for what they do etc. That they should be making more money than them, but now, now they are up in arms about solidarity. The majority of people don’t deliver mail and for them this is a good deal. Never forget that they wanted to sell you out, but now are upset about their lost OT that still adds up to a 6 hour shift in reality.

    When you were hired Canada Post you became part of the union ,its a package deal. You get paid by Cpc and you pay dues to Cupw to do all the thinking deciding and voting for you. It’s the price you pay for working at Canada Post. Don’t like it there are lots of exits. Tim Hortons will give you free uniforms and discount on food.

    2 things that could influence my vote to no.
    1. Show me the numbers from the strike mandate vote, not percentages.
    2. Show me your last counter proposal so I can see how far apart the negotiations really are.

  • Remember the latter 2022 and 2023 extension of the collective agreement, CUPW pushed the Vote YES agenda in favour of CPC proposal for 2% (2022) + 2 % (2023) salary increase and members magically voted Yes, dispite the official Canada inflation rate of 3,4% in 2021, 6,78% in 2022 and 3,88% in 2023. Speaking of the increased workload for it’s employees, it’s representative fact that the Canada Post achieved million parcels delivery per day records. Now that inflation went down 2% annually and work volumes are down, CUPW opposes and say vote “no” for almost same salary raise, contradicting itself for the situation it led it’s members into, since it was appropriate to negotiate a better deal then when the conditions were in favour of it’s members at that time.

    Now, think of Voting YES, given actual situation, it’s a better deal than the latter extension agreement.

  • I’m grateful that the government is allowing us the right to vote. It’s troubling to see our union executives and president trying to control the narrative. As members, we deserve to be supported and heard, not dictated to or told that voting somehow undermines our rights. On the contrary, voting is our right.

    If the leadership truly had our best interests at heart, they would welcome a fair, third-party vote. Instead, it seems their priority is control and expecting members to blindly follow. If you’re comfortable being told what to do without question, then by all means, keep following the president down that path. Let the executives tell you to jump, and you can ask, “How high?”

    As for me, Canada Post is my employer, and I’m voting YES.

    Let’s not be misled by messages like:
    “PW will call on all postal workers to stand together and VOTE NO to the Employer’s offers.” This person wants control and to control you. a stubborn mule with no sense.

    I, for one, vote YES to the employer’s offer and YES to new leadership. It’s time for change — time for a younger, forward-thinking president who truly represents the membership.

    And thank you to Minister Patty Hajdu for making the right decision in standing up for our democratic rights.

        The corporation will have to win back the trust of private and business customers who feel that CPC can’t be relied upon because of the uncertainty surrounding the negotiations, strikes and general discord within the corporation . I think that volumes will increase once this is resolved, but gradually. This CBA will be up for re-negotiation in just over two years. Exercise your right to vote whether yes or no, whatever the outcome it’ll be the workers who decide.

  • The money you lost in the strike will be a distant memory once you have SSD implemented. Get used to waking another third of a route. Oh, and if you are done early, expect to pick up some more duties on another route, because they want that ability to now load level based on daily volumes. Still think that’s no problem? Dynamic routing will be implemented across the country in the next contract. Work inside? They will hammer you too in the next contract. This is just the start of things to come. The days of the 30 year employee are over, they want to wear you out in 5-7 years and replace you with someone younger and cheaper to keep around.

  • The Commissioner does not appear to have financial expertise, nor to have involved financial experts when writing his report. Widely known rule for investigating: “Follow the money”. Canada Post management has submitted financial statements for 7 years showing increasing losses, and continuing to spend on investments. How did these investments turn into losses? Why did the Board of Directors not hold management accountable? Why did the sole shareholder (Canadian government) not hold the board and management accountable? Where did the $4 billion go? What were the investments and what happened to them? So many questions not being asked.

    CEO stated in the 2022 financial statements that the plan was to spend $4billion in investments over 5 years. That he has done, and now we are broke. Terrible management or malicious intent?

      • 100% this! What people keep forgetting when bringing up other cases is that they always involve a company with disgusting profit margins! The LA Longshoreman went on strike because their labour was generating millions in profit and they weren’t being compensated fairly. It baffles me that members fail to understand “months away from insolvency” means drastic organizational and operational changes need to happen or none of us will have jobs!

    All those scared people should be happy that the NEB got them this last offer!!!

    We were getting nearly 6% on our last paychecks as COLA compensation….
    13% minus that 6% means we are only getting a 7% raise over 4 years…

    On that fact alone, my vote will be a NO!!

    • How is the vote forced? Every CUPW member gets amchance to vote. They can choose to vote ‘no’ or choose not to vote at all. It’s actually totally democratic. We know that’s not normal for CUPW though.

  • I think we need a new union, one that knows how to negotiate and one that knows the meaning of give and take. They have had their chests so puffed up, for so long, and they have forgotten how to listen to other ideas. Not that I agree with CPC, I just think both sides are at fault here! Will i vote yes so that it’s over and done with? Probably….should I have to? No, but i know that the east will decide it all for us and our western voices are very small.

  • Probably not the greatest idea to force Union members to bypass their negotiating team to vote on your “offer”. Sowing division amongst the work force, great idea! But I guess future labour peace isn’t really in the plan, is it? Maybe you’ll thank us by giving us a pizza party! Can’t wait to retire, I truly hate what this company become.

    You have NOT been negotiating in good faith! The last offer is offensive with its signing bonus, that’s the first glaring clue as to how bad it is. Hoping we’ve been starved enough that a pathetic bonus will sway votes in your favour. Do better

    CUPW executive have been claiming that the majority of membership would reject the corporation’s final offer but the comments and views expressed on various media from the members seem to tell a different story. I guess we’re about to find out.

    • Have you read some of these? Overtime is not a right. The 5 minute wash up is just ridiculous, everyone else in every other industry manages to wash their hands during their lunch break just fine without an additional 5 minutes. Most workplaces you have a probationary period before pension or benefits kick in. Complaining about “getting the most out of the 8 hours”…um, yeah, that’s what we’re paid for, welcome to the real world

    • This is an outrage. The government always gets involved and CPC knows that. Instead of not seeing where the problem lies, which is the mismanagement and their bonuses they get for running the company into the ground on the backs of the letter carriers that go out there and bust their butts every single day. This is CPC’s next tactic to get what they want instead of negotiating a fair collective agreement. Hope they get a big NO VOTE to show them that we are not taking this anymore.

    • It’s not actually a forced vote. It’s an opportunity to vote. If you don’t believe in democracy, don’t vote. It’s every member’s choice.
